As described in 400-17-95-10, the unrestricted money payment is the basic method for providing assistance payments.
As with other groups in the population, however, a small number of recipients manage their money in a manner that is clearly detrimental to the well being of themselves and/or their children. Two alternatives to the money payment principle, protective payments and vendor payments, are available to assist such recipients in managing their financial affairs.
