The vendor payment is another alternative to the unrestricted money payment when a TANF household persistently demonstrates an inability to manage funds, or refuses to comply with the terms of the social contract. Vendor payments are made directly to vendors of food, housing, clothing, and other goods and services and may be used in conjunction with the unrestricted payment.
